How to obtain the certificate through the consulate
To submit your application, please prepare the following package of documents:
- An application form in Russian indicating your exact residential address in Russia. The applicant’s signature must be notarized by a Canadian notary public.
- A notarized copy (True Copy) of a valid international passport of the Russian Federation or another country of which you are a citizen.
- A notarized copy of a Canadian document confirming your legal status in Canada (for example, a Work Permit).
- A return envelope from Canada Post (Xpresspost or Registered Mail) with your full address and phone number indicated.
- Payment of the consular fee: $15 CAD for Russian citizens and $33 CAD for foreign citizens. Payment is made by money order payable to “Consulate General of Russia in Toronto.”

You will print the Russian version of the application and sign it together with our notary via video call.
We will schedule the online meeting with the notary at a convenient time for you. During the video call, you will show a valid ID on camera, sign the application, and send a photo of the signed document to the notary.
