To submit your application, please prepare the following package of documents:
1. An application form in Ukrainian indicating your exact residential address in Ukraine.
2. A copy of a valid international passport of Ukraine or of another country of which you are a citizen.
3. A prepaid envelope with your return address indicated.
4. Proof of payment of the consular fee in the amount of $40 CAD. Payment is made by money order (which can be purchased at your bank or at a Canada Post office), made payable to “Consulate General of Ukraine in Toronto.” Personal cheques, cash, or credit card payments are not accepted by the consulate.
Processing times
“Due to the excessive number of requests for the certificate, it is currently impossible to predict the processing time.” — as stated on the website of the Consulate of Ukraine.
Additionally: translation into English or French
The consulate issues the certificate on an official letterhead in English, based on information from the Ministry of Internal Affairs of Ukraine regarding criminal prosecution, the presence (or absence) of convictions, or restrictions under Ukraine’s criminal procedural law.
However, the consular seal is in Ukrainian, which means that to be used in Canada, the certificate must be translated into English or French. We can provide a certified translation of the document immediately after it is received.

- foreign citizens who previously lived in or were registered in Ukraine and require this document for Canadian authorities, employment, studies, or immigration.

- Incorrectly issued Money Order.You can spend $40 CAD and even $80 CAD — if the payee’s name is written incorrectly. The consulate only accepts money orders strictly made out to “Consulate General of Ukraine in Toronto.” An error = rejection.
- Documents returned due to inaccuracies.A single missing letter in a surname, an error in the residential address, or a missing signature will result in the return of the package without review. You will have to start the process all over again.
- Unpredictable processing times.The consulate officially states:
“The processing time for the certificate cannot currently be predicted.”
If your application was submitted with errors, you may be waiting for months — without even knowing that your documents were not accepted. - Loss of money during mailing.Envelopes with incomplete addresses or without tracking numbers are often lost. The consulate bears no responsibility — the document disappears, and the procedure must be started again.
- Problems with further use of the certificate.Although the certificate itself is printed in English, the consular seal and accompanying notes are in Ukrainian. Canadian authorities require a certified translation, otherwise the document will simply not be accepted.

Please note that the electronic certificate does not contain a signature or seal, which means such a certificate may not be accepted by Canadian institutions. If you have obtained such a certificate yourself through the “Diia” system, you must then submit it to the Consulate of Ukraine in Canada to have it reissued on an official consular letterhead with a signature and seal.
